Congress Hall was the seat of the United States Congress from December 6, 1790 to May 14, 1800 when Philadelphia was the Nation’s temporary capital. Here Congress admitted new states to the Union and oversaw the inaugurations of two Presidents -- George Washington and John Adams. One vertex of a triangle you need for your second clue.
